The damages to bumper are reallly nothing major and its old car, can run just the same as it used to before the damages. do i have to get it fixed or can i jus cash out this check and get a nice chuck of cash?

Scenario: A drunk guy vandalized someone's car in a fit of rage. I have a few questions... #1. Do the police need to be involved in order for the victim to file a comp claim with his auto insurance? #2. Can a comp claim cause the victim's insurance rate to increase? After the incident, the drunk guy (sobered up!) apologized and offered to pay for the damages he caused... problem is the victim is handing out an outrageous estimate for the damage. He claims he doesn't want to file an insurance claim so that his rates won't increase. I understand with comp claims there will be a deductible to pay, but will the rates increase? Thanks!

I am a 15 year old boy who lives in Italy. Here at the age of 14 you can get a 50cc and at the age of 16 you can get a 125cc. My birthday is in 6 months ( January ), should I wait till then and get 125cc or should I just get a 50cc now ? Driving without Proof of Insurance?

I was recently stopped by a police officer for speeding and when giving him my license and proof of insurance he stated that my insurance had expired. I then received a $550 fine for not having insurance, but not for speeding. I do have insurance, but the proof of insurance is what expired (we searched everywhere and the cards that the insurance agency was supposed to send did not show up). My question, then, is what do I do about this? I was not aware that my proof of insurance had expired (again, not the insurance) and I was freaked out because this is the first time that I have ever gotten pulled over (I'm a college freshman and the car is in my grandmother's name, it was a grad gift) On the ticket do I contest the claim and go to court or do I admit the claim and go to court? What are the possible outcomes or what is most likely to happen?

I am a US citizen but I live outside the country. I'll be coming to the US for about two weeks over Thanksgiving and will need a rental car to get about and between the two places I'll be staying. Since I live outside the country, I don't have my own personal car insurance, as the country I live in doesn't require any. I have a PA driver's license, so I'm fine in that department. I just want to know - since the rental car companies don't explain anything - whether or not I need to have a my own insurance to take the car off the lot...OR, since the rental car companies are required by law to have liability coverage, which is the PA state minimum, am I able to just drive the car off the lot without ever giving proof of insurance. As far as I've been told, the last part is generally the standard - with the caveat that if I were to get into an accident, I would be responsible to all damage done to the vehicle itself, as well as myself.
